Botswana President Duma Gideon Boko will co-chair the 5th Botswana–Zimbabwe Bi-National Commission session with Zimbabwean President Emmerson Mnangagwa in Harare on April 22, 2026, as both countries move to deepen bilateral economic cooperation under a structured regional framework.
The meeting, which represents the highest institutional mechanism for bilateral cooperation between the two countries, will review progress on existing agreements and identify new areas of collaboration across trade, investment, tourism, security and environmental management. The session is expected to conclude with the signing of seven new bilateral agreements aimed at strengthening economic ties and promoting regional integration.
The first agreement focuses on trade and investment facilitation, aiming to reduce cross-border barriers and improve the movement of goods and services between Botswana and Zimbabwe. A second agreement targets cooperation in small, micro and medium enterprises, with both governments seeking to support entrepreneurship, improve access to finance and strengthen participation in regional value chains.
A third agreement covers tourism cooperation, with plans to jointly promote cross-border tourism routes and increase visitor flows between the two countries, particularly within shared conservation and wildlife ecosystems. A fourth agreement focuses on wildlife conservation and environmental management, reflecting the importance of shared natural resources and coordinated protection strategies.
The fifth agreement concerns defense and security cooperation, aimed at strengthening coordination on border management, security intelligence sharing and regional stability. The sixth agreement focuses on transport and logistics cooperation, with an emphasis on improving connectivity and facilitating smoother cross-border trade flows within the Southern African region. The seventh agreement supports broader institutional cooperation mechanisms, designed to enhance implementation, monitoring and coordination of bilateral initiatives.
Beyond the formal negotiations, Boko is also expected to attend the 66th Zimbabwe International Trade Fair in Bulawayo as Guest of Honor. The event is one of the region's largest trade exhibitions, bringing together governments, investors and private sector actors to promote industrialization and cross-border investment opportunities.
The visit comes at a time when both countries are seeking to strengthen economic resilience through regional cooperation frameworks under the Southern African Development Community.
Although the signing of multiple agreements signals progress in bilateral cooperation, implementation has faced delays in previous BNC sessions due to financing constraints, regulatory misalignment and limited execution capacity at institutional level.
The agreements cover areas where SMEs — which account for a significant share of employment in both economies — face constraints related to financing, market access and regulatory fragmentation. The proposed cooperation framework seeks to address these barriers by improving policy alignment and strengthening regional value chains, particularly in manufacturing, services and agro-processing.
Within Southern Africa, governments are focusing on integrating production networks across borders in sectors such as agriculture, tourism, mining services and light manufacturing. The BNC mechanism between Botswana and Zimbabwe is part of this wider effort to translate political cooperation into economic outcomes through structured bilateral frameworks.
