AXA Senegal chief succeeds Oumou Niang Touré, in post since 2022
Senegal insurance premiums reached 290 billion CFA francs in 2024
Amar Kébé was elected president of the Senegalese Federation of Insurance Companies (FSSA) on Monday, March 9. He succeeds Oumou Niang Touré, chief executive of Askia Assurances, who had led the federation since October 2022.
Kébé, a lawyer by training, has more than 25 years’ experience in the insurance sector. He has served as chief executive of AXA Senegal since January 2023. “Together, we will continue efforts to strengthen the insurance sector’s contribution to economic development and improve insurance coverage in Senegal,” he said.
The FSSA, which represents about 30 insurance and reinsurance companies, plays a central role in coordinating industry stakeholders and engaging with public authorities.
The election comes a few weeks after Kébé joined the executive board of the African Insurance Organisation (FANAF), following the body’s general assembly held in Abidjan in February 2026. The continental organisation brings together national insurers’ associations across several African countries and serves as a coordination platform for industry players.
A growing insurance market
Senegal’s insurance market has recorded steady revenue growth. According to data released in April 2025 by Papa Amadou Diagne, executive secretary of the Observatory for the Quality of Financial Services, the sector’s total premium income rose from 249 billion CFA francs ($441 million) in 2022 to 274 billion in 2023, and then to 290 billion in 2024, equivalent to average annual growth of about 10% over the period.
Despite this expansion, insurance penetration remains low. It stood at 1.45% in 2022 and reached 1.46% in 2023.
Kébé takes the helm of the FSSA at a time when companies are seeking to broaden their customer base and strengthen their contribution to financing the economy.
